Circular on related issues of the promotion of the structure adjustment of transportation vehicles
 
To: all provinces, autonomies, development and reform commission of municipalities, economy and trade committee (economy committee), relevant center enterprises:  
In order to promote the product structure adjustment, boost the vehicle products technology development, enhance the vehicle manufacturers and products permit administration, carry out the concept of “Circular on the Comments of the Vehicle Industry Structure Adjustment by State Development and Reform Commission” (No.: FGI[2006]2882), control the productivity overplus of the special vehicles, relevant regulations for the administration of the “Vehicle Manufacturer and Products Bulletin" (hereinafter referred to as Bulletin) for normal transportation vehicles are hereby formulated as below:  
I. Product types of transportation vehicles
Transportation vehicles mainly mean the normal semi-trailer and self-dismantling vehicle, tank vehicle, van and stake truck refitted with type II chassis, they are divided into 6 types according to the manufacturing techniques and functions:  
1. Normal semi-trailer, tank semi-trailer and stake semi-trailer, including: board semi-trailer, flat platform semi-trailer, low flat platform semi-trailer; tank transportation semi-trailer, wing opening tank transportation semi-trailer, heat preservation semi-trailer, refrigerating semi-trailer, postal semi-trailer, soft top tank semi-trailer, drop head semi-trailer; normal stake semi-trailer, livestock and poultry transportation semi-trailer, bulk foodstuff transportation semi-trailer, bulk feedstuff transportation semi-trailer, bee-keeping semi-trailer, bulk seeds transportation semi-trailer.  
2. Self dumping semi-trailer: normal self dumping semi-trailer (including back dumping, side dumping and three side self dumping).
3. Tank semi-trailer, including: low temperature liquid transportation semi-trailer, particles material transportation semi-trailer, particles food transportation semi-trailer, chemical liquid transportation semi-trailer, asphalt transportation semi-trailer, bulk cement transportation semi-trailer, liquid and gas transportation semi-trailer, oil transportation semi-trailer.  
4. van and stake car, including: van transportation vehicle, wing opening van vehicle, heat preservation car, refrigerating car, postal car, soft top van car, drop head car, excluding the van transportation car with single cabinet (i.e. passenger van transportation car); normal stake car, livestock and poultry car, bulk foodstuff transportation car, bulk feedstuff transportation car, bee-keeping car, bulk seeds transportation car.  
5. Self dumping mobile: normal self dumping mobile (including back dumping, side dumping and three side self dumping).
6. tank vehicle, including: low temperature liquid transportation car, particles material transportation car, particles foodstuff transportation car, chemical liquid transportation car, concrete mixing transportation car, asphalt transportation car, gas transportation car, oil transportation car.   
II. Manufacturing management regulations for transportation vehicles
In order to control effectively the added productivity of the transportation vehicles, before Dec. 31, 2008, the manufacturing of the transportation vehicle will be managed according to the above 6 types with the following detailed regulations:  
1. Regarding the manufacturing scope of the special vehicle manufacturer products
Newly established special vehicle manufacturers will determine their manufacturing scope according to the products types recorded in the state development and reform commission.  
The advanced and practical products which adopt the new technology, new material, new technique and fill up the state blank page can expand the manufacturing scope, yet when declare to the “Bulletin”, the technical status etc. of the product should be demonstrated.  
2. Similar special vehicle production
The enterprise possessing the production qualification of any one of the above special vehicles can manufacture other products belonging to the type.  
3. Regarding the production of the special vehicles with basically identical manufacturing technique and functions
1) The enterprises with both the qualifications of normal semi-trailer (van semi-trailer and stake semi-trailer) and self dumping vehicles can produce the self dumping semi-trailer;
2) The enterprises with both the qualifications of normal semi-trailer (van semi-trailer and stake semi-trailer) and tank vehicles can produce the tank semi-trailer;
3) The enterprises with the qualification of normal semi-trailer (van semi-trailer and stake semi-trailer) can produce the van vehicle and stake vehicle;
4) The enterprise with the qualification of producing the self dumping semi-trailer can produce the self dumping vehicles;
5) The enterprise with the qualification of producing the tank semi-trailer can produce the tank vehicles;
4. Regarding the production of multi types of products of special vehicle enterprise
Despite of the above regulations, no multi types production for the special vehicle enterprises, the State Development and Reform Commission does not file the production declaration of the multi types of products from the special vehicle enterprises.  
The provincial supervisory department (provincial, autonomic and municipality development and reform commission, economy committee or economy and trade committee vehicle manufacturing enterprises and products management departments) should enhance the administration of the special vehicles, conveying in time the idea of this Circular to relevant enterprises, instructing them to carry out the state industrial policies and related regulations, speeding up the product structure adjustment, boosting up the self creative capacities, improving continuously the technical level of the product, imposing more strength on the washing out of the lagged products which have got bad safety, environment protection, energy saving and out-of-date technology performances.
